This recommendation was incorporated into the CEQA Guidelines on December 28, 2018, through Section 15064.3, which states that VMT is generally the most appropriate measure of transportation impacts.
As a result, new public and private land use projects and transportation projects within jurisdictions served by the Calaveras Council of Governments (CCOG), including Calaveras County and the City of Angels that require CEQA environmental review must evaluate VMT impacts.
This study provides guidance to CCOG jurisdictions for conducting VMT analysis and establishing appropriate thresholds for evaluating transportation impacts.

California Senate Bill 743 (SB 743) changed how transportation impacts are evaluated under the California Environmental Quality Act (CEQA). The law determined that automobile delay, commonly measured using Level of Service (LOS) should no longer be treated as an environmental impact.
